I just received a notification that my PnC account is now linked to my school district. I didn’t approve this. Is SHIELD sharing my data/information?
Individuals
who have been using SHIELD Illinois community testing sites may notice that
their Point and Click (PnC) electronic health record (EHR) account is now
linked with a new testing agency if their school district or employer joins
SHIELD Illinois.
- Your school district is not able to see your results
from SHIELD Illinois community testing sites. They cannot even tell that you have tested with SHIELD Illinois before. When an individual creates a PnC account and tests at
a community testing site location, the individual, IDPH and the local
health department are the only recipients of those results - even if that
account is linked to other agencies, such as a school district or
employer.
- Your school district is not sharing data or information
without permission. As part of
the onboarding process, the district uploads a student and staff roster into a
HIPAA-compliant web portal in order to prepare for outbreak or standard
testing scenarios. When an individual consents for themselves or their
child and the person tests, it is at that point that results are able to
be shared with the school district and IDPH. No information is shared
unless the individual or guardian consents to test. Even if individuals do
not consent to test at this time, adding them to the school’s EHR
roster allows SHIELD Illinois to be certain that testing will NOT be allowed at the site (i.e. we need a record to have something associate the "no" with). In addition, this will save time in the case of an outbreak. Even in an outbreak situation, your consent would be required before any information could be shared with your district.
